Job description: Under limited supervision, must be physically and mentally capable of establishing, monitoring and maintaining a significant segment of the County’s accounting function to ensure accuracy and compliance with accepted governmental accounting standards and procedures. Coordinates department programs and procedures with other County departments and government agencies. Assists in supervising and directing the activities of Accounting/Finance personnel. Reports to the Finance Director.

Assists in supervising the activities of subordinate accounting personnel; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; acting on employee problems; selecting new employees; allocating personnel and recommending employee discipline, transfer, promotion and discharge as appropriate.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.
Assists the Finance Director in formulating, interpreting and enforcing departmental policies and procedures in accordance with accepted government accounting procedures.
Maintains and monitors the general ledger and annual County budget. Prepares journal entries and budget adjustment forms.
Ensures the accurate and efficient completion of office responsibilities assigned to subordinate personnel.
Coordinates the development and implementation of automated accounting systems.
Assists in preparing the department’s annual budget and preparing budget requests as appropriate.
Performs various duties of the Finance Director in his/her absence.
Performs a variety of complex accounting duties, which may include but are not limited to reviewing and auditing monthly revenue and expense reports, preparing claims for payment, analyzing and auditing monthly reports for capital projects, monitoring and analyzing general ledger accounts, preparing and posting various journal entries, analyzing receipts and disbursements, preparing and proofing cash statements, maintaining and reconciling various accounts, analyzing and reconciling general ledger tax receivables to actual tax files, journalizing transactions, etc.
Verifies, reviews, and compiles data for use in annual budget and annual report preparation.
May monitor monthly department budgets and assist department personnel with transfers and reconciliations.
Maintains changes/reconciliations during annual budget process in order to coordinate the process with all accountants and other parties involved.
Compiles financial data and reports in a timely manner.
Prepares and maintains schedules and spreadsheets as required for the year-end by the external auditor; assists auditor with review. Reconciles year-end process and balance County’s financial records to audit work papers.
Performs computer data entry to record and retrieve various information and to produce spreadsheets and reports. Works with computer programmer to implement new programs for financial functions.
Attends workshops and seminars as appropriate to maintain knowledge of all relevant trends, regulations and laws.
Receives, reviews, prepares and/or submits such documents as expense vouchers, budget transfer forms, billing invoices, budget documents, audit documents, revenue reports, expenditure reports, reimbursements, purchase order lists, logs, check registers, ledgers, bank statements, receipts, tax reports, memos, correspondence, etc.
Interacts and communicates with various groups and individuals such as the Finance Director, County Administrator, department directors, co-workers, other County employees, external auditors, banking institutions, computer programmers, and the general public.
Oversees maintenance of accounting records.
Performs various clerical duties as necessary, including answering the telephone, copying and filing documents, maintaining filing system, typing documents and forms, etc.
Assists co-workers with checking edits and reports and processing accounts receivable/payable.
Completes special projects as required.
Performs all other related duties as assigned.
Minimum qualifications & Requirements
Requires a Bachelor’s degree in business, finance or accounting supplemented by three to five years of experience in government accounting, some of which has been in a supervisory capacity, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
