Performs technical work in the inspection of buildings and plans examining work to enforce compliance with building codes, regulations and ordinances; researches new construction materials and methods; reviews plans for compliance with the Virginia Uniform Statewide Building Code regulations in the four required residential combination inspector certifications. Work is performed under the general supervision of the Deputy Building Official.
There are three levels of this position classification in order to support growth and development and the full salary ranges for those levels are:
- Building Inspector I – $47,216.00 – $80,267.20
- Building Inspector II – $54,080.00 – $91,936.00
- Building Inspector III – $57,865.60 – $98,384.00
Examples of Duties
Conducting field inspections to ensure compliance with building and related codes; providing information to builders, homeowners and developers; preparing and maintaining records and files;
Reviews building plans and inspects residential, commercial and industrial buildings in the process of construction, alteration or repair for compliance with building code requirements and for application of safe construction practices;
Discusses plans with owners, architects and engineers;
Checks quality of materials and methods of construction;
Assists in supervising inspection activities by assigning work, helping interpret codes and resolving field problems;
Issues building permits;
Investigates complaints from contractors and citizens;
Where construction is not being made in compliance with regulations as to methods and/or materials issues warnings and stop-work orders if necessary;
Answers questions from private citizens, contractors and builders, does basic plan checking to determine compliance with codes;
Testifies in court on code violations cases;
Makes reports and keeps records regarding inspection;
Performs related tasks as required.
Typical Qualifications
Thorough knowledge of all types of building construction materials and methods, and of stages of construction when possible violations and defects may be most easily observed and corrected; thorough knowledge of County building and related laws and ordinances; ability to detect poor workmanship, inferior materials and hazards of fire and collapse; ability to read and interpret complex plans, specifications and blueprints quickly and accurately and to compare them with construction in process; ability to contact building owners, contractors and the public and effect satisfactory working relationships; ability to communicate with firmness and tact in enforcing building ordinances and codes.
Supplemental Information
Possession of a valid appropriate driver’s license issued by the Commonwealth of Virginia.
Level I: Any combination of education and experience equivalent to graduation from high school and two years of experience in a trade.
Level II: Any combination of education, experience, and training equivalent to the following graduation from high school and four years of residential construction and/or inspection experience.
Level III: Any combination of education, experience, and training equivalent to the following graduation from high school, at least four years of residential construction and/or inspection experience or four years of commercial construction and/or inspection experience.

VDHCD Residential Mechanical Inspector
VDHCD Residential Plumbing Inspector
VDHCD Commercial Building Inspector

VDHCD Commercial Plumbing Inspector
VDHCD Fire Protection Inspector certification preferred.
Expected salary: $47216 – 73008 per year
