Salary
- Administrative, Management, and Technology Salary Scale Grade 007: $91,027 – 194,036 annually
Under the Fair Labor and Standards Act this position is exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System.
Role
This position manages maintenance teams and trade shops that provide preventive maintenance and general repair for all facilities. Duties include program planning and execution, policy development and implementation, and budget development and oversight. This individual must possess a high level of technical knowledge, and the ability to work independently.
Essential Functions
Reporting directly to the Director of Maintenance and Operations, the Building Maintenance Manager performs the following duties:
Supervision and Management
- Supervises trades, including: electrical, electronics, plumbing, carpentry, masonry, roofing, heating, and air-conditioning.
- Operates and maintains the Computer Maintenance Management System to process work orders and service requests.
- Develops Branch-level budget and procurement strategies, and track same.
- Develops and implements a preventive and predictive maintenance program for all facilities and building systems.
- Ensures effectiveness and standardization of maintenance teams and trade shops. Enacts corrective measures as needed.
- Tracks and reports Branch-level measures-of-success, and for achieving Branch-level goals.
Safety and Compliance
- Conducts on-site accident investigations, and oversees accident investigations by subordinates.
- Ensures compliance with all maintenance-related environmental, health, and safety regulations, standards, and policies.
- Adapts Branch to accommodate regulatory changes, emerging industry trends and new technologies.
- Administers state-mandated programs, including the Comprehensive Maintenance Program and Emergency Plans.
Professional Relations
- Establishes professional relationships with regulatory and emergency response agencies, consultants, local utilities, and vendors.
- Establishes and maintains professional relationships throughout the organization. Provides exceptional customer service.
Procurement
- Works with the Purchasing Department to complete procurement processes, including presentation to approval authorities.
- Develops scopes-of-work and bid specifications for products and services.
- Contracts, oversees, inspects, and approves work of outside consultants and contractors.
- Serves as Contract Administrator for select Department-level and Branch-level contracts.
Other Functions
- Position requires continual monitoring of a company-provided communication device.
- Must respond around-the-clock to emergency situations at all FCPS facilities.
- Prepares and executes response to utility or system failure at all facilities, promoting uninterrupted facility availability.
- Leads meetings and training sessions with strong public speaking capability.
Performs other duties as assigned by the Director of Maintenance and Operations.
Required Qualifications
Education/Training/Experience
- Bachelor of Science Degree in engineering, architecture, or business management. Professional experience in facility maintenance, property management, and utility operations and maintenance will be considered in lieu of the minimum educational requirements (i.e., two years of qualified experience shall equal one year of college course work).
- Minimum ten (10) years of experience in a construction, utility, plant operation, or maintenance field.
- Minimum three (3) years’ experience in direct supervision of at least ten (10) employees.
Certification/License
Valid driver’s license and the ability to operate a vehicle in accordance with Board of Education policies.
Knowledge/Skills/Abilities
- Thorough knowledge of processes, technologies, and issues related to institutional facility maintenance and repair, including regulatory mandates as promulgated by federal, state, local authorities and codes and standards (e.g., BOCA, NFPA and NEC).
- Effective written and verbal communication and human relations skills.
- Working knowledge of computer software including: spreadsheets, databases, and word processing.
- Able to access elevated, subsurface, and confined workspaces via ladders, lifts, scaffolding, hatches, and manholes.
- Able to employ personal protective equipment necessary to protect against worksite hazards (including respirator).
- Capable of performing the essential functions of the position with or without reasonable accommodations.
Preferred Qualifications
Education/Training/Experience
- Formal, professional training in supervision, management, or project management.
- Professional facility maintenance and operations experience preferably in an agency related to public education
Certification/License
Licenses and certifications related to the trades and skills applicable to this position.
Knowledge/Skills/Abilities
- Evidence of continuous professional growth.
- Familiarity with the FCPS policies, goals and programs.
