Position Overview

The Division Manager, under general supervision, will organize, plan, execute, control, and evaluate the Land Reclamation Division (LRD) for the Office of Mines and Minerals. The LRD has oversight for all coal mining effected properties and facilities active or inactive post 1977. The Division Manager will interface with the federal Office of Surface Mining, U. S. Department of the Interior. The LRD is responsible for the issuance of permits related to all coal mining activities and ensuring all such activities are in compliance with state and federal regulations.

Job Responsibilities

1. Subject to administrative approval by the Director of the Office of Mines and Minerals and in accordance with the overall policies and procedures of the Department of Natural Resources, plans, organizes, and manages the Land Reclamation Division:

  • Serves as the Division of Land Reclamation Manager by organizing the goals and objectives of the division to provide a comprehensive Land Reclamation management program for the Agency.
  • Directs the establishment, implementation, revision and direction of program policies, procedures, rules, regulations, program objectives, and long-range plans for the

Division. * Directs the development of annual plans of work.

  • Prepares, manages and administers the division budget and federal grants.
  • Monitors program expenditures and provides input to the Office Director for the annual Budget.

2. Serves as full-line supervisor:

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves time off
  • Adjusts first level grievances
  • Effectively recommends and imposes discipline up to and including discharge
  • Prepares and signs performance evaluations
  • Determines and recommends staffing needs

3. Provides oversight of programs to ensure compliance and consistency with the Surface Coal Mining Land Conservation and Reclamation Act and Title V of the Surface Mining Control and Reclamation Act of 1977, as amended:

  • Implements and enforces the regulatory programs.
  • Coordinates activities of the division with federal and other state agencies in the various agreements and regulations.

4. Serves as the division’s liaison with the Office of Surface Mining, U. S. Department of the Interior on all issues pertaining to Title V of the Surface Mining Control and Reclamation Act:

  • Attends national meetings to assure compliance with the same.
  • Travels to attend meetings.
  • Represents the Office Director at assigned meetings.
  • Serves on various committees and attends meetings concerned with IDNR programs, projects, policies, and procedures.
  • Possesses authority to speak on behalf of the Office Director to commit and bind the agency to a plan of action.

5. Confers and advises the Office Director on matters concerning the division’s regulatory programs:

  • Advises elected officials, the regulated industry and interested citizens on matters concerning state regulatory policies and procedures.

6. Performs other duties required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers three (3) years of experience of the Surface Coal Mining Land Conservation and Reclamation Act, its regulations at 62 Ill Administrative Code 1700-1850 and Title V of the Surface Mining Control and Reclamation Act of 1977, as amended.
  • Prefers two (2) years of working knowledge of the Office of Surface Mining policies and procedures.
  • Prefers two (2) years of supervisory experience.
  • Prefers two (2) years of working knowledge with budgeting.
  • Prefers two (2) years of working knowledge with grants management.

In addition, the office is charged with ensuring the health and safety of the thousands of mine workers through the Mine Safety and Training Division, and through administering the Abandoned Mined Land Reclamation program, provides reclamation ensuring public and environmental safety from abandoned mine sites.
