GENERAL DESCRIPTION:

This is a lead fiscal processing position for the Child Support Program-State Disbursement Unit. This position serves as the primary contact for evaluation, research, and problem resolution. Provide fiscal-related technical assistance to Clerks of District Courts, Child Support Enforcement, State Office, and State Distribution staff. Provide fiscal oversight and enforce internal controls regarding the day-to-day management of accounting functions at the State Disbursement Unit to ensure Child Support transactions are processed accurately and timely based on State and Federal regulations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

Serves as the primary contact for evaluation, research, and problem resolution.

Handles customer service for complex fiscal questions from customers, Clerks of District Courts, Child Support Enforcement, State Office, and State Distribution Unit staff.

Complete and review work for all email requests sent to DFSFinhelp to resolve financial issues on the Posse system.

Develops and installs accounting systems, records, methods, and procedures to address changes in requirements.

Training State Distribution Unit staff on basic and complex fiscal processes within POSSE.

Ensures adequate internal controls, manual and automated system documentation, and workflow processes and procedures for internal financial systems are in place to provide timely and accurate information.

Reviews monthly financial reports from POSSE. Reconciles and corrects any changes.

Advises and confers regularly with management on interpreting regulations, policies, and procedures to clarify fiscal information and resolve problems.

Supervise five State Disbursement unit employees. Conducts all Performance Management Instruments. Evaluations and addresses personnel issues.

Qualifications

PREFERENCES:

Preference may be given to those with experience in working with the POSSE system and experience with Banking ACH Rules, EFT Rules & Federal Regulations governing Child Support Payments and Distributions rules.

Preference may be given to those with Supervisory and Performance Management experience.

KNOWLEDGE:

Knowledge of State and Federal Child Support laws, rules, regulations, and state statutes.

Knowledge of Parental Obligation System for Support Enforcement (POSSE) system.

Knowledge of Banking ACH Rules, EFT Rules & Federal Regulations governing Child Support Payments and Distributions rules.

Knowledge of internal controls over accounting applications.

Knowledge of Generally Accepted Accounting Principles as they are applied to government accounting systems.

Knowledge of government management, including human resources, accounting, records, and general management.

Knowledge of State Personnel Rules and associated federal laws.

MINIMUM QUALIFICATIONS:

Education:

Bachelor’s Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst
