About the Capital Planning and Real Estate Division
The Capital Planning and Real Estate Division was established to ensure a more robust, integrated, and comprehensive capital planning and real estate program that supports the city’s goals and priorities. The Office of Real Estate is responsible for all acquisitions, dispositions and exchanges of real property, leases, strategic planning of real property, and city space programming and planning.

The Department of Finance’s Capital Planning and Real Estate Division, Office of Real Estate is looking for a talented Real Estate Project Manager. As the Real Estate Project Manager, you will be responsible for real estate acquisitions, dispositions and public right-of-way real estate acquisition initiatives.
This includes, but is not limited to:
- Preparing financial real estate forecasts
- Preparing Property and Land Valuations
- Coordinating and facilitating project meetings
- Drafting and presenting project reports
- Performing due diligence tasks to ensure compliance with executive orders
- Budget tracking for projects
- Ensuring projects remain on time
- Providing real estate recommendations to senior management
Additionally, the Real Estate Project Manager:
- Performs advanced professional level project management work on complex, multi-million dollar projects from inception to completion.
- Prepares real estate project acquisition cost estimates and timeline schedule for acquisition of properties
- Coordinates and leads multi-department meetings and makes public presentations
- Ensures real estate transactions comply with fiscal rules and regulations
- Responds to technical questions regarding real estate transactions
- Coordinates the work of consultants, appraisers, engineers, surveyors, real estate agents, land title agents, and engineering technicians
- Reviews acquisition appraisals prepared by consultants to ensure work is sound
- Reviews legal descriptions regarding real estate acquisitions, which includes analyzing data, permits, deeds, lease agreements, and public right-of-way and other property rights documents.
- Negotiates with property owners for the acquisition of right-of-way and construction easements
- Reviews Department of Transportation right-of-way Encroachment, Relinquishment, Vacation requests and responds on behalf of the Division of Real Estate. Reviews Rezoning requests on behalf of the Division of Real Estate
- Performs other related duties as assigned or requested
About You
We are looking for someone with some or all the following skills and experience:
- Strong commercial real estate transactional experience.
- Familiarity with City real estate matters including Uniform Relocation Act (URA), dedication and exaction process, and Jaggaer
- Municipal government processes
- Ability and experience partnering and collaborating with multiple stakeholders
- Appropriately applying procedures, requirements, regulations, and policies
- Experience managing and resolving conflicts and disagreements in a positive and constructive manner to minimize negative impact. Demonstrates the capability to negotiate tough agreements and settle disputes to achieve optimal outcomes.
- Exceptionally strong communication and strong interpersonal skills. Ability to communicate complicated subject matter effectively and in concise manner both orally and through written documentation.
- Attention to detail, composed under pressure with excellent multi-tasking skills and business acumen.
- Colorado Real Estate License preferred.

- Education requirement: Bachelor’s Degree in Project Management, Engineering, Architecture, Landscape Architecture or a related field.
- Experience Requirement: Three (3) years of professional project management experience in the related occupational group including planning, managing, and scheduling projects and preparing and reviewing contract documents.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
- Additional appropriate education may be substituted for the minimum experience requirements.
