What You Will Do:

– Compiles supporting documentation for Controlling Board for Waivers of Competitive Selection

– Validates that proper purchasing procedures are followed

– Creates routine contracts for Personal services or goods as necessary

-Tracks status of purchase requests and follows up as needed

Official Position Description:

In the Division of Information Technology (DoIT), Office of Resource Management, independently researches, evaluates & plans a comprehensive portfolio of contacts & purchasing based on past performance, future needs & strategic direction of the agency. Responsible for identifying software contract &/or renewal needs within all Central Office divisions & building the contract portfolio (e.g., confirms portfolio meets the needs of the program &/or division; coordinates with divisions to obtain vendor quotes; ensures proper procurement process is being utilized (e.g., Department of Administrative Services (DAS) Release & Permit, Controlling Board, payment card); identifies & interviews contract stakeholders to determine sourcing strategy for each contract). Coordinates with ODOT Districts to centralize all software licensing in Express Metrix software (e.g., enters all new software licenses &/or contracts into Express Metrix; records contract terms & renewal options; establishes comprehensive contracting schedule across contract portfolio).

Works with IT Management & the Division of Finance to determine proper IT purchasing authority for hardware, software & personal service contracts & serves as liaison between ODOT & vendor regarding procurement. Maintains & evaluates records of items purchased, costs, product performance, & inventories; plans & prioritizes IT purchases; obtains system configurations & requirements for the procurement of supplies (e.g., infrastructure equipment, hardware, Commercial off-the-shelf software, upgrades, renewals, etc.); ensures purchasing compliance with Federal &/or State regulations (e.g., Ohio Revised Code (ORC), Ohio Administrative Code (OAC), State of Ohio Fiscal Policies); works with Chief Legal to coordinate the use, modification, & approval of contract terms & conditions; creates purchasing requisitions using computer & related software (e.g., Appropriation Accounting (AA), DAS Release & Permit, SharePoint, Microsoft Office) & manages the requisition through the approval process. Attends & participates DoIT staff meetings to understand the strategic direction of the to submit thorough & accurate procurement documents to the DAS & OBM. Assists management with providing necessary budget information to the Division of Finance for the annual budget

Serves as liaison with Optimal Solutions & Technologies (OST), the State of Ohio Managed Service Provider (MSP), & other Central Office Divisions for contracting services for the hiring of consultants with DoIT (e.g., collaborates with hiring managers to finalize the position descriptions; coordinates with Knowledge Services to the have position approved & posted; schedules interview dates/times with candidates & hiring managers; ensures timely consultant renewals for the annual budget by requesting Position Acceptance Documents (PADs) from Knowledge Services; submits PADs to DAS; enters purchase order requisitions using computer & related software (e.g. DAS Release & Permit, SharePoint, AA, Microsoft Office) for consultant contract renewals at the beginning of each fiscal year).

Actively participates in streamlining procurement processes (e.g., assists in establishing procurement guidelines, service level agreements; documents & trains on current &/or new processes); responsible to stay current with IT Technical Council Plan as it pertains to procurement; responsible for assisting management with identifying & documenting workflows as necessary (e.g., eProcurement, ServiceNow procurement, etc.).

Qualifications

Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.

-Or completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing.

-Or 42 mos. exp. or 42 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance.

-Or 12 mos. exp. as Senior Sourcing Analyst, 64513.

-Or 24 mos. exp. as Sourcing Analyst, 64512.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
