Job description: Summary or Purpose

Ensure the health of NSB residents in the areas of public facility, food service, sewage and water sanitation, animal control and zoonotic disease and disaster preparedness. Provide veterinary medical care services as a Doctor of Veterinary Medicine, who acts as program director to program staff.

Substitute employees will work on an as-needed basis.

Essential Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Perform routine or on-request inspections of all food service facilities, stores and restaurants to include: the storage, preparation and serving of food; disposal of food waste; and inspection of food items to determine their fitness for human consumption in conjunction with the coordination of the Alaska Department of Environmental Conservation.

Perform routine or on-request inspections of day care centers, beauty parlors, public accommodations and other public facilities.

Perform surveillance of water and sewage to ensure proper handling including collection, disposal and storage.

Perform on-request testing of water in Barrow and villages.

Maintain and operate state certified water-testing laboratory.

Respond to public concerns regarding health related subjects, investigate and solve problems or refer to the appropriate agency.

Oversee operation and maintenance of computer processing of records pertaining to public health, animal health and animal control.

Inoculate animals routinely for diseases, especially rabies.

Oversee enforcement of Borough A.C. Ordinance 77-2-2 including control of stray animals and rabies outbreaks.

Provide animal medical and surgical care. Promote responsible animal ownership and community safety from animal inflicted injury and nuisance problems, while providing veterinary related services.

Provide information and education to the public including educational programs for the school system and public concerning sanitation, water, pet animals, wild animals and disease.

Share 24-hour “on-call” status with staff for response to animal illness and injury, public health concern and stray animal control.

Travel to NSB villages to provide veterinary medical and public health care services.

Maintain certification with the State of Alaska for operation of the State certified Drinking Water Laboratory.

Participate in continuing education to maintain license, as required by the State of Alaska.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of North Slope Borough organization, operations, policies and procedures.

Skill in using personal computers and a variety of software applications.

Ability to establish and maintain effective working relations with co-workers, other Borough employees and representatives from other local, state and Federal agencies.

Education, Experience, Certifications and Licenses Required

A Doctor of veterinary Medicine from an accredited university;

Ability to be licensed to practice in the State of Alaska within the first six weeks of employment;

Ability to obtain and maintain DEA License;

Ability to obtain a Valid Alaska driver’s license that meets North Slope Borough Insurance criteria within the first six weeks of employment.

Note: Veterinarian-Public Health Officer Substitute -work on an as-needed basis as nonpermanent employees for the Borough and therefore have no assurance of continued employment, nor are substitute employees guaranteed future scheduling based upon satisfactory performance. The Borough may release substitute employees without cause, effective upon oral notice by the supervisor.

Substitute employees must maintain all required licensure and certification requirements.
